Is a continuous document possible?

I have a 16 page document that is in sections with text, photos, diagrams, links and hyperlinks. Because it is in sections that need to stay together, it means that there are sometimes big gaps at the bottom of some pages. Is it possible to create a document that is one continuous document that can then be exported as a PDF?

big gaps as in page margins> or just not enough material on that page to fill it reasonably?

Not enough material, so a gap at the bottom of the page, then the next section is too big to fit on, so it has to go on the next page leaving a gap. See photo.

was this document given to you? or did you create it? what you are asking for can be done, with limitations.
can you give more information about this document? its it to be pdf only? would it be printed?

I created the document in Scribus. I plan to keep it in this format for printing, but it works great on PC or mobile phone, and for this it would be good if it could be one long document without the gaps. I chose PDF because most people's phones can open PDF, but if there is another format that phones can open, then I don't see why it strictly has to be PDF.

Pdf is "Images and text on page" paradigm.
It seems that you need "One page html".

That would require a website though wouldn't it? If so, it can't be done as that requires money I don't have.

i do believe that scribus can export in html, then you can just open the file in your browser locally, no web server needed

I see no option for that, see my screenshot.
