Here's my latest Scribus/GIMP crossover tutorial on making more interesting fill effects. I hope it's useful.

This is a nice effect. I wonder how easy it would be to create a background image that made the page look like a crumpled piece of paper?

It might be worth someone giving it a try and posting the result here.
Personally I'd be much more likely to reduce my effort - or <cough> cheat - by using one of the excellent free textures already available from somewhere like this:
http://www.demilked.com/free-paper-textures-backgrounds/
There are plenty of other free texture/pattern resources out there too. It's amazing what you can find for free.

Wow! Thanks for your excellent reply Gary this site is awesome!
I found what I wanted it was the 'Crumpled White Paper Texture' it was the 6th image down. What a resource. I shall bookmark this one.
Thanks again Gary. This is a real help.

You're welcome.
Another great resource for backgrounds/textures is this:
http://lostandtaken.com/gallery
Most of the textures are fairly use-specific but it's worth a browse every now and again in case something sparks an idea.
