won't open an existing .sla or start a new document

Scribus won't open an existing .sla or start a new document. 
I have turned off and on my computer, unistalled and reinstalled 1.6.4, installed 1.7.0 and still nothing.
I moved the file I want to open to a folder with only the 4 .sla files.
The file is for a 20 page newsletter with many pictures but just 372 KB.
The task manager shows no cpu usage and the memory pegged at 88.6MB.  No error message.  No open window on the screen.
And naturally, I'm on deadline.

I'd try to move (so you can use them if it does not help) Scribus config files and let it regenerate them.

Maybe I need a clarification what exactly you're doing and what exactly "No open window on the screen." means.
And maybe what OS (from task manager mention I guess Windows) are you using.

Btw. right now I've managed to hide a document window within Scribus behind Content properties dock. You can try to use Windows->Cascade menu if available.

If you start Scribus from the command line you will see a lot of logging, and this may indicate if it gets stuck.

Otherwise the most common reason for windows not showing is that they somehow have ended up outside the screen. But on Windows you should then at least be able to see it is open if you Alt-Tab.
