scribus has a font substitution table since many years. ('preferences' → 'fonts' → 'font substitutions' as a general setting or 'document setup' → 'fonts' → 'font substitutions' for an individual file...)
what are you missing there?

I dont think you grasped the article, the key feature is in the second last paragraph.

yes, i see.
but as i don't use those proprietary fonts for many reasons, this part didn't reach my attention – and a prefilled substitution table in scribus wouldn't change anything for me.
an automatic recognition of fonts with licensing restrictions might be a good thing for many users. (but i still don't like the predefined replacement fonts...)

You dont need predefined, you need to id what fonts you do have that will be equivalent for the document you are working with.

Wouldnt it be nice for scribus to present a list of font you have that would be a good substitute for the proprietary one in the doc, rather than guessing at it?

not for me. but if someone has the intention to rebuild a microsoft document in scribus it might make the task easy – but what's the real use case for it?
