Does Scribus have a "blur" feature that functions in a similar manner as Inkscape?
example
Create a text box.
Draw a shape around the text box and give it a light colour
Set the edges of the rectangle with a light blur of 10%
Is this possible?

no, actually that's a feature I've only ever seen in inkscape... as far as I know, no other vector-based art applications do that... of course it's been a few years since I've seen a new version if Adobe Illustrator or Corel Draw so I could be wrong
