Title: New document from my created templates

I am trying to learn Scribus to create newsletters for our little non-profit group. 
I started creating a template (that I need to edit more). 
I see the Scribus installer created two template directories,
  ...users\...\Documents\Scribus, and
  C:\Program Files\Scribus 1.6.5\Templates-mine. 
But copying my template into either of those directories did not cause it to show up in the list of available templates.  How do I get Scribus to see my created templates when I goto "New from Template"?

try 'file' → 'safe as template'.

Thanks.  I thought I had done that last time.  But when I tried that now, it worked.
So, even though a template has the same extension (.sla), just dragging a file of that extension name into the right folder isn't enough?  I see it created a few other necessary files by doing 'save as template'?
