Hello,
Does Scribus automatically add 7 mm to the dimensions of the PDF it generates? Why? I can't find any settings related to this value.

No, Scribus does not do it...

How do you detect the 7 mm "padding"?

I create a document measuring 303 mm x 210 mm, with a 5 mm bleed, and it generates a file measuring 327 mm x 234 mm
327 = 303 + (2 × 5) + (2 × 7)
234 = 210 + (2 × 5) + (2 × 7)

you might have exported your document with crop marks and/or bleed marks. those marks will need some place...
