I generate a "yearbook" in Publisher - each page is 1/4 of standard 8-1/2 x 11 paper. So basically there are 4 pages on one paper AND the 2 above are the same as the 2 below.
Publisher keeps track of how the pages are grouped. So for example, page 1 and 28 are printed together/ page 2 and 27 and so forth.
Can Scribus do this?
The other work I do with Publisher are regular full page newsletters which I'm sure this will handle.
I once - many, many years ago - programmed in assembler and basic :-) I'm comfortable but I'm no longer facile with all the options out there.

No Scribus does not do it.
But you can use any imposition software to do it*.
Or simply use the booklet function of your PDF reader for print your document as such.
* Personally, I do it with custom scripts on the command line, with multiple outputs, so I'm probably not the right person for suggesting software to use for it. But there will for sure other user who can give good suggestions.
Scribus does not merge pages, however the PDF export dialog will allow you to reorganise the pages on export to support imposed page numbering, eg 1,28,2,27..
