If I take the PDF created by Scribus and try to print it with a PDF viewer, or to print directly from Scribus, the output comes out about 70%.forget about printing direct from the .sla file! but your .pdf file shows the correct size. when this doesn't print do it's size, it's not scribus' fault. in this case, there's no scribus related print engine involved.

your presented file looks almost correct. but there's still am offset of 1/32" from the folding line to the middle of the page. if it's just that what you 'tweak' by libreoffice, you should work with a central guide to resolve it.
how would you describe a bug?
what feature would you like to have?
