Tab stops were used by me as I struggled with a similar issue. Which is great if you only need one line for your entire list. Adding tabs for each additional line might be tedious work, especially if you plan on making any changes to your formatting in the future.

Per PDF specifications, point 12.7.4.3, PDF Forms fields are limited in their use of fonts and colors : "The text shall be presented in a single style (font, size, colour, and so forth), as specified by the DA (default appearance) string". Scribus will consequently only use the styles defined at text frame level when exporting to PDF. Any style defined on the text itself will be ignored.

Practically PDF Forms fields are also limited to the kind of fonts they can use. If the font used in the form field is not available on user computer, it is mandatory to fully embed the corresponding font and the font has to be embedded in a specific way. So for PDF 1.4 and 1.5, this excludes any OpenType font using PostScript outlines such as Adobe Caslon Pro as such fonts cannot be fully embedded in PDF 1.4 and 1.5 formats. PDF 1.6 supports fully embedding OpenType fonts with PostScript outlines, however glyphs in such fonts are not addressed the same way as OpenType fonts with TrueType outlines, which Scribus considers as TTF btw, so these fonts will not work reliably across viewers when used in PDF Form fields.

The only fonts which works reliably in PDF form fields across viewers are the PDF base 14 fonts, TTF fonts and OpenType fonts with TrueType outlines (which can be embedded in PDF as if they were TTF fonts).

Is it not sufficient to have like 0,2 mm difference between the tab and the margin? I am thinking this has to do with what units Scribus uses internally and a rounding error causing it to think the tab is outside the margin or something like that?

I don't remember what units Scribus uses internally, but I think it is not mm but rather some fraction of points.

OK. Thanks both. So it is a bug and not just me. I've had to hack it and make my text box 152mm wide, manually checking for any words that go further than my desired 150mm margin.
