My idea is to create an interlinear text of Hebrew and German texts. Under each Hebrew word stands a German word.
Is it possible to convert or to paste a text and Scribus creates a text frame for every word in the text or for every first and second word? Maybe someone tried it before and has expierence with this?

I must first emphasise that I am not a multi-linguist. But just considering the technical problem you describe I would compose the document externally in say LibreOffice, export multi lingual content in pdf and import pdf into Scribus frame(s).

If for some reason you must do this in Scribus directly as an editor then I would explore using python scripts (Scribus scripter) for this purpose. For example there is a Scribus script importcsv2table.py which might be adapted. Your csv might have alternating language rows. And there is ScribusGenerator.py. How you deal with alternating LTR and RTL styled text I have not considered. Just my first rough thoughts. There might be a much easier path which the more experienced Scribus users might suggest.
