Title: “Adjust Frame Height to Text” hides the last line of the texts.

Right click the text frame and select "Adjust Frame Height to Text", then, there two results:
1. If the frame's height is higher than text, the frame would be on line smaller than the text in it, and the last line was hidden.
2. If the text's height is higher than frame, the frame would be scaled less than one line's height, and more text was hidden.

Is that above right?
I think "Adjust Frame Height to Text" should scale the frame height to show all the text, not hide any text, especially the first case.

Or, is my understanding wrong?
