Hi I'm artist M. Allen West artist of FlashCadabra
Mac has a program called Comic Life
I think it would be very very cool if there was a Comic Scribus

Right now I'm using Linux and would love to see a " Comic Scribus " program ...

I suppose the only toolbox you might have in "Comic Life" that might be missing from Scribus is a pre-made set of shapes for voiceovers. You can create the few shapes you might need and put them into your scrapbook. Otherwise, I don't see what you can do in CL that you couldn't in Scribus already. You can lay out the panels from the screenshot below in Scribus very quickly.

Comic Life has a very handy text reshaping tool as well

and GIMP has this filter called Newsprint, and Scribus has "image effect" but not Comic or Newsprint effect...
I really like scibus , but just think it would be cool if it had Comic book effects, and plug-ins...

But scibus does have " convert to / image frame" you could do basically the same thing .

scrapbook in scibus was helpful ...  8)

Very nice work creating that video and the bubbles. I think  you should trade up to Scribus 1.4.0rc2 though. You'll love what meshdistortion will let you do with your shapes. It's like it was created right there for the comic land.
