How can I vertically align text to the bottom of a text frame by the baseline of the text?

I need to be able to have multiple vertically aligned boxes where text changes won't push the text up, potentially in one box while not in the other misaligned the text.

At this point I'm thinking I might but stuck top aligning, them programmatically balancing line returns but even that won't work if I need to bottom aligned text frames without identically paragraph line spacing.

To vertical align text, select the text frame/column(s) and open the text properties window (F3), click the  columns and text distances, the first entry is for align text vertically.

I'm not sure what you are asking about in the second paragraph. Are these columns linked? If so you probably need to use a column and frame breaks. see the Insert menu from the main menu, fourth from the bottom. Spaces & Breaks.
