Tables Merging cells in 1.61

Dont know if anyone has tried this yet. I was testing out tables to see if you can combine cells.  All well and good as you can merge them.

However I noticed and oddity. When the table is selected the right and bottom boarder disappear. Those boarders are covered by the table frame.
Also the split cells option is always grayed out. How do you split cells?
