Why doesn't Scribus offer a specific command to distance (even differently) the paragraphs of a text box? For example, a command similar to those in the 'Text Properties' window (F3) that allow kerning and changing the spacing of words. Is it compulsory to use and change 'paragraph styles' to distance paragraphs (space before or space after)?

maybe I don't understand what you're asking
can't you make a paragraph style that will do what you want?

Yes, certainly. But what I would like is to avoid having to set a new paragraph style when I have to make a small space adjustment before or after...
A specific command to increase or decrease the space before or after a paragraph is present in InDesign and QuarkXpress or even in LibreOffice Writer.

Scribus has a long way to go to be on feature par with with the likes of indesign, or even affinity.
Using Scribus 1.6.1, openSUSE 15.5
