is there a way to change the order of layers using scripter?

How can I reorder the layers in a document? For example, if I have layers [A, B, C], but I want the order to be [B, C, A].

why a script and just not move them?

I have multiple docs to process with multiple layers and do not want to do everything by hand.

Yes you can do this - take a look at these functions:
Obviously you need to know or set which layer you start the script on.

You can try it in Scripter console:
  • Open the multi-layer document
  • Open the layers dialog (and leave it open) note the current layer
  • Open scripter console and run either method - you can see the layers moving in the dialog.
