I'm actually using Ubuntu Oneiric and there's no PPA providing the stable version 1.4.0. I can only manage to find Scribus-trunk which appears to be a development version.

I find it really bad not to have a stable and maintained PPA, this is the best way people can be provided with simple way to have security updates and latest stable updates.

Also I'm wondering why are we provided with complicated instructions, why not just "sudo add-apt-repository ..." ?

Or why not a PPA in Ubuntu Tweak ? Or I don't know those are just ideas but I'm a simple user and I find everything rather complicated... Gotta say it's hard to convince my colleagues to use Scribus !

So I'm now stuck with a RC version... Can't have the stable one... :(.

PPA means "Personal Package Archive", with emphasis on "Personal". So if you know someone who is willing to create and maintain it, you're free to ask them. I don't see any reason why Scribus devs should spend any more time on installation on various systems after they clearly explained how to install Scribus and created official repositories.

Also, I can't see what do you find so complicated regarding installation procedures. I'll sum them up for you again:

1. Press "Alt+F2" and type: gksudo gedit /etc/apt/sources.list

2. At the end of the file add a new line and copy-paste the following two lines:

--- Code: ---deb oneiric main
deb oneiric main
--- End code ---

3. Save the changes and close gedit.

4. Open Synaptic Package Manager, and press "Reload" button. Ignore the error about missing key for now. It will get sorted out in step 5.

5. Search in Synaptic for: scribus and install scribus-archive-keyring. In case this file doesn't install because of size mismatch, open the Terminal and type:

--- Code: ---sudo apt-key adv --recv-keys --keyserver EEF818CF
--- End code ---
Note: Sometimes downloading the keys fails, so it might be necessary to try running this code couple of times.

6. Afterwards, install scribus (not scribus-ng).

What I am saying is that you should add the archive from the Scribus developers, as is explained under the link I posted:
