I am thinking some of the unexpected behavior in 1.4.0.RC5 may be due to Snow Leopard. For instance, in Item>Transform, Rotate and Skew just resize the text frame.

Has this been the experience with other people using SL? In one doc, guides were visible when being dragged out, but disappeared on release. They were visible in guides manager. Show Guides was checked but grayed out in the View menu. Creating a new doc restored Show Guides, but Rotate and Skew still do not work.

i can't observe this problems.
this 'object' → 'transform' entry is for the outline – if you like to rotate the entire object (including the frame content), you should use: 'properties' (f) → 'x,y,z' → 'rotate'...

Thanks. I see what you mean about Properties>geometry. That rotation works as expected, rotating both frame and content. But I'm not sure what you mean by "the outline" as far as Item>Transform. Duplicate, Multiple Duplicate, and Delete under Item work on both frame and content, but Transform neither rotates nor skews.

Sure enough! On my Mac mini, 10.68, Item > Transform > add rotation just makes the frame smaller (- angle) or  larger (+ angle).

Although I am new to Scribus I would agree with the above advice.

Yes, re install, but I would suggest from a fresh download. And if your not on 1.4 that would be better.

I did a clean install of Scribus, and have since figured out what is going on. The Item > transform commands don't affect the red (on my installation) wire frames, so if there is no content, or little content,in them you can't see anything being affected.
