What are the means of formatting and layout of the text in the table cells

this CSV import dont work here well. and all other CSV tips also dont work well.

In my opinion are tables the weakest point in Scribus. Best is, if you create your tables with Calc and then save it as a pdf and import into Scribus. Just make sure the design of the table matches your layout in Scribus.

I will ask the question differently. Scribus 1.5svn has the tools to create tables. Developers are planning to create tools scribus import tables and conversion tools text in tables and tables in the text?

calc does not help when the table takes more than 2-3 pages. At the pre-press editing publications, this will reduce the efficiency and speed.
