Moving pages in the layout

Can someone please tell me if there is a way to whole pages or spreads to different places in the layout without selecting all the frames on the page and creating a new page and deleting the old page?

There is an even easier way: You can drag and drop pages in the Arrange pages window (found in the Windows menu).

One small point to note: If you're using the "Arrange Pages" window, as suggested by Nermander above, and you have "left" and "right" master pages you may have to re-apply them as Scribus allows you to move a "right" page to the left and vice versa. However, you can do this very easily with "Page -> Apply Master Page…". (This may apply to "Page -> Move…" too.)
