How to set title of pdf article like in this image http://documentation.scribus.net/index.php/File:Ar-article.png?
I have linked text frames, but in Adobe Reader Article pane is article item without title.

If you want what I think you want you can use Bookmarks.

Right-click the text frame containing the article title and choose "PDF Options -> Is PDF Bookmark".
Repeat for all other article titles.

The article title needs to be in a frame separate from the article text itself as Scribus uses the full text from the frame to create the Bookmark name.

When you're finished choose "File -> Export -> Save as PDF..." and make sure the "Include Bookmarks" option is checked.

Note: In Adobe Reader you can get the list of articles through "View -> Navigation Panels -> Bookmarks", but in OSX Preview you have to go through "View -> Table of Contents". (I've a feeling this is a Preview issue rather than a Scribus issue.)

I've attached an example SLA and its related PDF.

Bookmarks Pane and Article Pane (View > Show/Hide > Navigation Panes > Articles in Adobe Reader) are different panes. I need create Article Title, not Bookmark Title (your post). Article is created when I check Save Linked Text Frames as PDF Articles in Save As PDF window.

Oops, sorry, I totally misunderstood your post.

And, as this is the first I've heard about PDF Articles, I have to apologise again and say that unfortunately I can't help you more with this.

I've done a bit of rooting around - out of curiosity - but I can't find any obvious info on the web, in the help files, or anything within the Scribus menus and dialogs that gives any useful information on this. (The only info I can find - http://documentation.scribus.net/index.php/PDF_Export - is dated over 6 years ago and only mentions it briefly.) I've also done some experimenting but couldn't get anything to work.

Hopefully someone else with more experience in this area will be able to help you.

question: would it help if scribus would use the first line / the first n chars of the frame as the title?

i don't know, but manually setting a title seems a bit overkill to me...
but providing a title would indeed be useful... if someone uses the feature (no idea if anybody uses it... since it's well burried under a sub-sub menu...)

No, Scribus do not uses first n chars to article title.

typouser, again, would it help if scribus would use the first n chars (up to the first line)?

i know that scribus does not yet provide this feature, but if this is an ok solution for you, i think that you should make a feature request and there are some chances that it will be implemented.

Scribus support this feature. On http://documentation.scribus.net/index.php/PDF_Export#File_options is screenshot. But i don't know how to set Article title.
