How to place pagenumbers above a background?

I know how to get pagenumbers but the pagenumbers are always on the background. So if i place a picture in my document, the page numbers are hidden under it. How can I pull the page numbers up? Can anyone explain me?

Important: Please note that Master Page items are always below any item on a regular page. It's impossible to move a Master Page item above a real page item in the stacking order.

Here is that it is a bug.

but Fixed in Version Scribus 1.5 svn.

Before 1.5 version You should paste your picture on master page but under page number.
If is necessity, You need prepare many master pages, and next assign them to appropriate page.

EDIT:
is small trick:
set for Your picture which there is on page, Overlay Mode from Properties (F2) -> Colors

another workaround is to deal with page templates instead of (or as a supplement to) master pages.
on a page template you can define different layers and place your page numbers on the top layer. (as another difference to the work with master pages, it's possible to place different empty text and image frames in your templates and fill them with content on the real document pages...)
you can import these pages from a separate document ('page' → 'import' → 'from document') or copy them if they are already in the working file...

it isn't a bug! it was a feature request – and the possibility to define layers on master pages was implemented a couple of years ago in 1.5svn...
